SB 1455-DeSaulnier (Library Bond) Letters Needed For Fiscal Committee

As recently reported, SB 1455 by Senator Mark DeSaulnier (D-Concord) has passed both the Senate Education Committee and the Senate Governance and Finance Committee. Now, the major library construction and renovation bond measure, sponsored by CLA, will head to the Senate’s fiscal committee, known as the Senate Appropriations Committee. CLA members and library supporters are encouraged to send letters to the Chair and Vice Chair of the Committee and the two Senate Leaders. (see below)
The Senate Appropriations Committee will be a more challenging committee for SB 1455, as all bills with state General Fund costs exceeding $150,000 are automatically sent to the committee’s so-called “suspense file.” The “suspense file” is a way for the committee to prioritize all fiscal matters to determine which pieces of legislation make the best policy and fiscal sense for the state. A bond measure, for example, will impact the state’s General Fund significantly as it requires millions of dollars in bonded indebtedness repayment over many years. There has been some minimal conversation in the Senate about whether there should be a general discussion about setting priorities for all of the current competing bond proposals (e.g. parks, schools, libraries, affordable housing, etc.) to determine what are the state’s most pressing needs. The major focus at this time is the effort to build a bi-partisan consensus around the 8 competing water bonds.
The Senate Appropriations Committee will hear SB 1455-DeSaulnier on Monday, May 19th.  After the bill is sent to the “suspense file,” the Committee will then vote on hundreds of “suspense” items on Friday, May 23 and will decide whether or not to move SB 1455 forward to the Senate Floor for vote or “hold it in committee,” where it would likely be dead for the year.
We would like to applaud library directors, numerous city and county governments, and Friends groups for your thoughtful letters in support of SB 1455. As our previous reports indicated, we have been able to use several of the examples you have provided in your letters, during our testimony before committee and in our meetings with legislators and staff.
