UPDATE:  ACA 1-AGUIAR CURRY:  55% VOTE FOR LOCAL CONSTRUCTION PROJECTS
Help Is Needed From Library Supporters for Assembly Floor Passage – 4 more legislators needed

When the California State Assembly returns from its summer recess, Assemblywoman Cecilia Aguiar-Curry will be ramping up efforts to bring her ACA 1 to the Assembly Floor for a vote during the week of August 12 through August 15.  As you will recall, ACA 1, which is supported by the California Library Association, numerous other local government entities, and key union groups, seeks to lower the local vote threshold for construction bonds and special taxes from the current two-thirds vote threshold to 55%.

Since the bill amends the state constitution, it requires a two-thirds vote for passage on the Assembly Floor.  As of this writing, it is still four votes short.

On June 6 we asked you to contact various legislators to request their support of ACA 1.  Ms. Aguiar-Curry had intended to bring the bill up for vote prior to the summer recess which started on July 12, but was unable to, as there were still several legislators who were “undecided.”

We are pleased to report that since our last update, three more Assemblymembers have indicated that they will support the measure.  (If you are represented by Assemblymembers Cristina Garcia, Jacqui Irwin or Eloise Gomez Reyes please thank them for their willingness to support ACA 1.)

Assemblywoman Aguiar-Curry has commitments from 50 Assemblymembers, but needs 54 total votes for passage off the Assembly Floor.  The following legislators are still unconfirmed.  If you are represented by any of the following members, please take a moment to make a quick call to their Capitol office and encourage their support of ACA 1:

  • Assemblywoman Sabrina Cervantes (D-Riverside) – (916) 319-2060
  • Assemblyman Ken Cooley (D-Rancho Cordova) – (916) 319-2008
  • Assemblyman Jordan Cunningham (R-San Luis Obispo) – (916) 319-2035
  • Assemblyman Tom Daly (D-Anaheim) – (916) 319-2069
  • Assemblyman Tyler Diep (R-Westminster) – (916) 319-2072
  • Assemblyman Heath Flora (R-Ripon) – (916) 319-2012
  • Assemblywoman Sydney Kamlager-Dove (D-Los Angeles) – (916) 319-2054
  • Assemblyman Brian Maienschein (D-San Diego) – (916) 319-2077
  • Assemblyman Chad Mayes (R-Yucca Valley) – (916) 319-2042
  • Assemblyman Al Muratsuchi (D-Torrance) – (916) 319-2066
  • Assemblyman Rudy Salas (D-Bakersfield) – (916) 319-2032
  • Assemblywoman Christy Smith (D-Santa Clarita) – (916) 319-2038

When you call your Assemblymember’s office using the number above, please indicate:

1)    Your name and city,

2)    Explain that you are a constituent of the Assemblymember, and state that you are in support of ACA 1.

3)    You might wish to note that there is a $4 billion plus backlog of current library construction and renovation needs in the State.

4)    ACA 1 would help libraries better serve their patrons by providing buildings that are ADA compliant and offer spaces for literacy programs, technology access, workforce development, homework assistance, early childhood programs and others.

5)    Finally, please tell the staffer who answers the phone that you respectfully request that your legislator support ACA 1 when it is heard on the Assembly Floor and thank them for their time.  [Note:  this exchange should take two minutes or less.]

Please find attached two documents that will aid you in your preparation for the call.  They have been provided by Assemblywoman Aguiar-Curry’s office as part of her “#Build2020” educational effort for ACA 1.

Thank you for your help.
