ACTION REQUESTED – LETTERS NEEDED FOR ACA 1
“55%” Vote Bill is currently on the Assembly Floor 

Last Thursday, the Assembly Appropriations Committee passed ACA 1 by Assemblywoman Cecila Aguiar-Curry (D-Winters) and sent it to the Assembly Floor for consideration.  As we have previously reported, ACA 1 would lower the local vote threshold for construction bonds and special taxes for local government infrastructure from the current two-thirds vote to 55%.  CLA is strongly supporting this measure, as, among other things, it would help to alleviate the significant backlog of local library facility construction needs throughout the state.  According to a Needs Assessment conducted by CLA two years ago, the projected need is well in excess of $4 billion.  Many public libraries have cited challenges in overcoming the current two-thirds vote requirement during their local ballot campaigns. 

Assemblywoman Aguiar-Curry has argued that under her bill, various city, county, and special district projects, such as housing, road repair, libraries, and parks, would all benefit from the ability to lower the vote threshold for approval in the same manner that is currently authorized for K-12 school construction bonds – 55%.

Please take a minute today to write your individual Assemblymember and encourage him or her to support ACA 1 when it is taken up for vote on the Floor, likely during the week of May 28th through 31st.  It is essential that your legislator understand what a “game changer” ACA 1 would be for your library and your community.  ACA 1 requires a two-thirds vote of the State Assembly for passage to the Senate, so every vote is important.
