    I.               SCA 7-WOLK SET FOR HEARING ON MAY 8TH
 
 
The legislature returns today from its week-long spring vacation, and the members of the Senate and Assembly will begin tackling a very heavy legislative calendar now through the end of May, when bills need to be out of their House of Origin. CLA’s sponsored measure, SCA 7 by Senator Wolk, has been set for hearing on May 8th in the Senate Governance and Finance Committee. Because it is a constitutional amendment, it is not subject to the normal bill deadlines.
 
SCA 7, if successful in passing the legislature, would likely be placed on the November 2014 ballot. As reported previously, the measure would lower the local vote threshold from the existing two-thirds vote to 55% for communities seeking to pass a library construction bond measure or a special tax measure for library operations. 
 
Please take a moment this week to write the members of the Senate Governance and Finance Committee and share your local story. In your letters, please mention examples of unmet construction needs in your communities, or decreased operational hours due to a reduction in funding, etc.   Senator Wolk’s office informs us that they have received many resolutions and support letters from the library community, but now it is time to send these letters to the full committee.

                       II.             SENATE APPROVES “CALIFORNIA LIBRARY WEEK” RESOLUTION
 
 
On Thursday, March 21, Senator Lois Wolk presented her SCR 14 on the Senate Floor, which seeks to declare April 14 through April 20, 2013 as “California Library Week.” In her opening remarks, the Senator acknowledged the good, positive work of libraries and their staff, and subsequently asked that the roll be open for a vote. The measure passed on a strong, bi-partisan vote of 33 to 0, and it now heads to the Assembly side for consideration.
 

SCR 14 is sponsored by the California Library Association and the California Public Library Advocates (formerly CALTAC), and is supported by the California Special Districts Association.
